With an area of nearly 14.000 ha, Imam Khomeini Airport City (IKAC) is located at the southwest of Tehran metropolitan. Imam Khomeini International Airport, having 64 flight destinations over more than 30 countries in the world, is considered as one of the most important Iranian international doors and aerial ways. It is estimated that this airport hosted over 9 million passengers in 2017. According to ACI forecasts and based upon comprehensive studies for increasing demand in coming years, it is a requirement to have a thorough developmental plan. Also, IKAC compressive plan was revised by making a 30-year vision until 2046 and this revision was ratified by General Assembly of the Airport City Company and Ministry of Roads and Urban Planning on 05 June 2018. The comprehensive plan which has be compiled based upon the current situation of the airport, interested parties’ needs and demand increase studies in accordance with national policies designates a proper IKAC zoning for different functions for the period of coming 30 years. Project owner’s consultant, Naco and Tana Tar (T3+NACO) consortium, has included logistic studies conducted by ADI consulting company in compilation of the comprehensive plan.

According to economic and geographical analyses, IKAC is the most ideal spot for the following businesses and industries:

  • Airport and aviation
  • Logistics
  • High-tech and innovative manufacturing activities
  • IT
  • Exhibition
  • Trade and financial activities

For the purpose of attracting such businesses and industries, IKAC zoning has been arranged as follows:

  • Airport
  • Logistic and manufacturing
  • Business + trading

According to IKAC 30-year plan, airport city lands are divided into the following five categories:

Imam Khomeini International Airport

Logistical and investment city

Exhibition, trade and business parks

Aviation area

Reserved area for future developments

In addition to 4000 ha which has been designated for Imam Khomeini International Airport, an additional 6000 ha has been designated for logistic and production activities. It is planned to devote 300 ha to relevant businesses and industries, 300 ha to research and development center and 500 ha to rail terminal services. 1300 ha from southern part of the airport city is also intended to be reserved for the future developmental plans.

For the purpose of strengthening national position in international aerial transportation network and boosting national revenues by transit and goods/passengers transportation and generating productive job opportunities and turning Imam Khomeini International Airport to the first cargo hub and second passenger hub in the Middle East with special focus on organizational, financial and managerial independence and also for the purpose of ensuring proper earnings for all interested parties, government shall take the following measures:

A. Creating an airport city nearby the Imam Khomeini International Airport and establishing free trade and special economic zone somewhere inside the airport lands for rendering banking and insurance services as well as other services which are typically rendered in airport cities such as those relating to tourism, medical, welfare etc.

Note: Free trade and special economic zone shall cover an area from southern and western parts of the aerial zone of the airport for an area of 1500 ha and 2500 ha, and shall be administered by the airport city authorities which is a company affiliate to national company for airports affairs and its articles of association shall be advised by Ministry of Roads and Urban Planning to Board of Ministers for ratification.

B. Creating and completing infrastructures with special priority of the second phase of airport.
