For the purpose of enhancing efficiency, improving service delivery, increasing productivity, reducing government costs, and streamlining and rationalizing operations, the Government shall take action to transfer the management and operation of the country’s airports—including airports affiliated with executive agencies, except those owned by the Armed Forces—to private and public sector entities and to domestic and foreign partnerships through the delegation of airport management. Priority shall be accorded to domestic airlines, while preserving state ownership, ensuring the continued provision of air navigation services by the Government, and safeguarding the legal rights of employees. 

Note: The Government is authorized, for the purpose of strengthening sovereign and regulatory functions, ensuring the proper and lawful implementation of provisions relating to airports and airlines, and supporting the retention of committed and capable human resources, to establish a special allowance for the Civil Aviation Organization of Iran and other governmental bodies responsible for the governance, regulation, and oversight of airports. Such allowance shall be determined within the framework of existing legal provisions, including Clauses (5), (6) and (10) of Article 68 of the Civil Service Management Law.
