Imam Khomeini International Airport City Takes Strategic Steps to Enhance Safety Standards and Crisis Management

The Director General of the Office of Safety and Quality Assurance of Imam Khomeini Airport City has announced the development of new strategic programs in the areas of safety, crisis management and passive defense, emphasizing that the organization’s approach is shifting from merely fulfilling statutory obligations toward achieving strategic outcomes and establishing the Airport City as a national model for emergency management.
•    According to the Office of Communications, Information and International Affairs of Imam Khomeini Airport City, Farooq Alikhani, Director General of the Office of Safety and Quality Assurance, outlined the strategic programs in this field and emphasized the need to enhance operational preparedness and strengthen crisis management infrastructure.
•    Alikhani identified the implementation of a “Comprehensive Emergency Plan Exercise”, in direct cooperation with the provincial administration and the National Disaster Management Organization, as one of the key priorities on the agenda. He stated that the exercise is not intended merely to meet the requirements of the Civil Aviation Organization of Iran; rather, its objective is to produce a comprehensive, documented and reliable framework at the national level that can position Imam Khomeini Airport City as an operational reference and a model for other airports across the country.
•    He added that the documentation and results obtained from the exercise could play an effective role in strengthening the confidence of foreign airlines and creating the conditions for the development and expansion of international flights to Iran.

Developing the Country’s First Comprehensive Operational Management Guidelines for Wartime Conditions
•    The Director General of the Office of Safety and Quality Assurance of Imam Khomeini Airport City also highlighted another strategic initiative, stating that the development of comprehensive guidelines for operational management under wartime conditions is among the unprecedented initiatives in the country’s aviation industry and has been placed on the agenda with the support and directive of the Airport City’s CEO.

•    He explained that, for the first time at the national level, operational and behavioral protocols corresponding to Yellow, Orange and Red alert levels have been developed for all departments and offices. These protocols are intended to ensure that decision-making and response processes during critical situations are carried out with greater speed, accuracy and coordination.
•    According to Alikhani, the guidelines establish a clear framework for the performance of different organizational units, providing management with an effective tool for rapid and accurate decision-making during crisis situations and further strengthening the Airport City’s operational preparedness.

Moving Toward Compliance with International Standards
The Director General of the Office of Safety and Quality Assurance also emphasized the importance of aligning the Airport City’s non-military responsibilities and operations with the standards and requirements of the International Civil Aviation Organization (ICAO).
•    He identified strengthening passive defense capabilities within the air transportation sector as another essential requirement for enhancing the resilience of aviation infrastructure. He noted that the ultimate objective of these measures is to establish and maintain the operational continuity and resilience of Imam Khomeini International Airport City in the face of various threats, crises and environmental challenges. 
•    Alikhani concluded by emphasizing that the comprehensive measures being undertaken in the areas of safety, crisis management, passive defense and international standards are part of a new approach to managing the Airport City—one that moves beyond simply “fulfilling obligations” toward “creating strategic outcomes’’.
