For the purpose of strengthening national position in international aerial transportation network and boosting national revenues by transit and goods/passengers transportation and generating productive job opportunities and turning Imam Khomeini International Airport to the first cargo hub and second passenger hub in the Middle East with special focus on organizational, financial and managerial independence and also for the purpose of ensuring proper earnings for all interested parties, government shall take the following measures:
A. Creating an airport city nearby the Imam Khomeini International Airport and establishing free trade and special economic zone somewhere inside the airport lands for rendering banking and insurance services as well as other services which are typically rendered in airport cities such as those relating to tourism, medical, welfare etc.
Note: Free trade and special economic zone shall cover an area from southern and western parts of the aerial zone of the airport for an area of 1500 ha and 2500 ha, and shall be administered by the airport city authorities which is a company affiliate to national company for airports affairs and its articles of association shall be advised by Ministry of Roads and Urban Planning to Board of Ministers for ratification.
B. Creating and completing infrastructures with special priority of the second phase of airport.
