• According to the Office of Communications, Information and International Affairs of Imam Khomeini Airport City, Ramin Kashefazar, speaking at the Airport City Security Culture Conference, stated: “An airport city is not merely an aviation infrastructure asset; it is a complex, multilayered ecosystem encompassing logistics zones, free trade areas, innovation parks and tourism centers.”
• He added: “As each new economic activity enters this ecosystem, more stakeholders, assets and access points are created, consequently increasing the level of risk and the likelihood of threats to infrastructure. Therefore, security cannot be limited solely to the protection of aircraft and terminals.”
• The CEO of Imam Khomeini Airport City emphasized: “Security at an airport city must evolve into an integrated approach to protecting physical, digital and human assets, while also serving as an enabler of commercial activities, allowing the flow of passengers, goods and capital to continue with minimal disruption and maximum efficiency.”
• Kashefazar further announced plans to implement a six-layer security architecture at the Airport City, stating: “This architecture encompasses aviation security; cargo and logistics security; cybersecurity and the protection of Operational Technology (OT) systems; critical infrastructure resilience; business continuity; and ultimately, intelligence and risk management.”
• Explaining the six layers, he stated that strengthening aviation security to protect flight operations, managing risks across warehouses and supply chains, safeguarding digital and data infrastructure, protecting power, energy and communications networks, ensuring the continuity of economic activities under crisis conditions, and leveraging data analytics and foresight to enable intelligent threat management constitute the core elements of this architecture.
• The CEO of Imam Khomeini Airport City, referring to the need for digitalization of services, stated: “Digitalization creates significant opportunities to enhance efficiency; however, it also increases the interdependence of systems and the level of cybersecurity threats. Therefore, cybersecurity must be embedded into the Airport City’s operations from the value-chain design stage.”
• Kashefazar concluded by describing reactive and passive approaches to security as ineffective, emphasizing: “Sustainable economic growth can only be achieved when the approach to security shifts from a traditional system toward an integrated, intelligent and risk-based architecture, one that minimizes risks to the greatest extent possible, enhances investment attractiveness and becomes a driving force for the development of the Airport City.”
