Activating Infrastructure Budget Allocations and Expanding Non-Aeronautical Revenues: Key to IKAC’s Development

•    According to the Office of Communications, Information and International Affairs of Imam Khomeini Airport City, Reza Anjomshoa, Member of the Board of Directors of Imam Khomeini Airport City, emphasized the need to secure sustainable financial resources, activate budgetary capacities and develop the infrastructure of the Airport City during today’s meeting with Members of Parliament.
•    Referring to the importance of securing financial resources for the implementation of infrastructure projects at the Airport City, Anjomshoa stated: “A budget line item titled ‘Provision and Development of Basic Infrastructure for the Airport City’ has been included in the national budget. However, the main challenge is ensuring that funds are actually allocated to this line item and through the follow-up and support of relevant authorities, the necessary conditions must be created for the Airport City to benefit from this legal capacity.”
•    Referring to previous experience in developing and implementing budgetary provisions in the power generation industry, he added that the Airport City also needs to adopt a similar approach to activate its legal and budgetary capacities and secure the resources required for the development of its basic infrastructure.
•    Citing Article 29 of the Airport City’s Articles of Association, the Board Member stated: “Various methods of financing have been envisaged to secure financial resources. Alongside internal revenues, more effective use should be made of public budget resources and financing instruments, including participation bonds.”
•    Anjomshoa continued: “With the support of the Ministry of Roads and Urban Development and the legislature, the existing legal capacities can be activated to secure the funding required for basic infrastructure, thereby creating the conditions for the Airport City to move toward economic development and wealth creation.”
•    He also identified sustainable revenue streams as one of the requirements for the Airport City’s development under economic and sanctions-related conditions, emphasizing: “Given potential fluctuations in aeronautical revenues, expanding non-aeronautical revenues and leveraging the capacities of the Free Zone are of particular importance and must be pursued seriously.”
•    The Board Member further welcomed the Minister of Roads and Urban Development’s support for the import of electric and hybrid vehicles through the Airport City Free Zone, noting: “Leveraging this capacity can generate revenue and stimulate economic activity at the Airport City, while also contributing to the development of clean transportation and the reduction of air pollution in Tehran.”
